A domain is no longer required to create an org

Requiring it here was the wizard's half of the rule this effort removed: a customer could not finish creating an org without naming a domain, and then could not get into it until that domain's DNS resolved. An org is reached on the platform host and by its web alias whether or not it ever has one of its own, so the domain is a white-label nicety. Checked for shape when given and never demanded — the same treatment the contact step already gives its optional fields. The asterisk is gone from the label, the hint says what happens when it is left blank, and a blank value is submitted as null rather than "": an empty string is an absent domain, not a domain named "". The web-alias path is untouched, including that it still ignores a domain left behind in the field by switching between the two.
