The mode cannot be derived from the content. A rich note the member has not formatted yet serializes byte-for-byte identically to a plain one — both are a Lexical document of unstyled paragraphs — so without somewhere to keep it, the editor loses its toolbar every time the note is reopened. Defaults to rich, and the column is backfilled to TRUE, because every note that predates the flag was authored in the rich editor; it was the only one there was. Backfilling to FALSE would present formatted notes as plain and invite the member to flatten them. Nullable on purpose, with isRichTextOrDefault() reading an unset flag as rich: a row that somehow escapes the backfill should err towards keeping formatting, not towards discarding it.
