isOrgEntitledToApp exempted only the top-level org, so an org marked isPlatformProduct was billed as if it were a customer. sign.pink sits on a FREE_DEFAULT subscription, so tightening the Free tier would have taken POS away from it and removed the commerce workspace its own e-signature subscriptions are sold through. These orgs are the selling side: EntitlementRootResolver already treats them as roots, and their plans are what their tenants resolve against. Billing them against a tenant plan was incoherent regardless of which tier happened to be in force.
