A tool window — the email composer, a support conversation, a chat, the softphone — would sometimes simply not appear, and be fine after a reload. Three silent drops on the same path, none of which logged anything or told the member: The dock laid its windows out as one non-overlapping row and REFUSED anything that no longer fit: the placement scan returned null, the store read null as "abort the open", and that was that. A row of 460px windows holds four on a 1920 desktop, two beside a 1366 laptop's scrollbar, and ONE with the interaction centre open — past which every open was dropped. Overflow now cascades over the row, so an open can never be refused for want of space; the packed row is still preferred and its geometry is unchanged. The capability gate answered "denied" while it was still "don't know yet". Entitlements read as fully LOCKED until the call lands, which is right for handing out paid features and wrong for a click: a gated tool raised in that window was refused outright. Gated opens are now HELD until the answer arrives, then replayed. And a failed entitlement call was permanent. Eleven call sites each ran their own fetch, and any one of them failing latched `null` for the rest of the session — one blip cost the member email, SMS, calls, AI and social until they reloaded. Now: one shared request, a bounded retry, and a background self-heal. Still fails CLOSED, just not forever. Also: `capability:denied` never had a listener, so being turned away looked exactly like the app being broken — it toasts and logs now; every remaining drop path says so on the console; and the fire-and-forget `tool:open` bus is buffered at module scope, since React runs child effects before parent ones and a child can dispatch before the provider listens.
