"I created a link and got no email." Two independent silent drops, both of which return a swallowed false that the panel rendered as plain success. 1. kamo.email-service-url was set NOWHERE for this service. QuoteEmailClient short-circuits on a blank URL, and prod said so verbatim: "EmailService URL not configured; skipping quote delivery to s***@kamocrm.com". The ConfigMap does define email.service.url — a DIFFERENT key, read by LeadEmailMessageClient — which is how this stayed invisible. Two more senders read the missing key and were equally dead: SystemBugStatusEmailNotifier, and ReportScheduleMailer, which throws "kamo.email-service-url is not configured" outright. The key is the fleet convention (billingservice, esigservice and kamolos all set it); this service simply never did. 2. Fixing (1) alone would only move the failure to a 404. TEMPLATE_KEY sent the CANONICAL_KEYS constant QUOTE_SENT, but seedForOrg writes the dotted key from inside quote-sent.json — commerce.quote_sent — onto the row, and sendToUser looks up by the caller's key, re-seeds on a miss, then retries that same key. 37 orgs hold a commerce.quote_sent row; none has ever held QUOTE_SENT. Both must land together, which is why they are one commit. Pinned upstream by QuoteSentTemplateTest in kamo-shared-library.
