SecurityService's SystemBugAiDispatchController and SystemBugAiDispatchService are on main and import **************** but the record itself was never committed here. CI clones this library fresh, so main does not compile: "cannot find symbol" on both files, which fails every SecurityService build including unrelated ones. The record existed only in a working tree. Committing it as-is — it is self-contained, and it is exactly the type the pushed code names. Not my change; picked up because it was blocking the queue. Whoever owns the Send To AI work should know the shared library has to land before the service that imports from it, the same ordering the translation dictionary needs.
