Approvers are on that list in their capacity as someone who must decide, which is a different hat from the one they wore filing it, and the email doubles as the submitter's receipt. Decision emails keep the exclusion: nobody needs to be told what they just approved. Found in production — a request in an org with 11 approvers mailed 9 of them and skipped the requester, who held both decision rights.
