ImageAssocType.CATALOG_SOURCE is id 14 but ordinal 12: the ids skip 6, so id is not ordinal+1 past SYSTEM_WIDE. The panel sent 13, which is out of range for a 13-constant enum, so ConversionService rejected every upload and the whole Ingestion tab was non-functional. Caught by an adversarial audit, then confirmed by counting the enum. Earlier live verification missed this because it drove the ingest chain directly with an existing imgDatId and never exercised the panel's upload step — the seam, not the parts. Also splits the promotion notice: a row skipped because its lock cell was present but unreadable now reads differently from a merely incomplete row. Promotion counts those separately (they are skipped rather than silently repriced at the default 30 days), so reusing the old message would have undercounted what was left out.
