Adds **************** defaulting to false. A column rather than a feature flag because there is no flag system here and MemberCapabilities is a closed, fail-closed set with no spare slot — so the control lives beside the member's other phone preferences, which is also where an administrator would look for it. Its own runner rather than a line in MultiInstancePhoneMigration because the ordering is the point: KamoInitializer has no CI, so this is applied by hand and must land BEFORE a VOIPService build that maps the column, or Hibernate fails at bean creation and the service will not start. The ALTER has already been applied to the live database for exactly that reason; this runner makes it repeatable and idempotent for every other environment.
