KlusterServices now audits every Deployment in kamo on each deploy and fails on Recreate, a missing preStop hook, a missing readiness probe or no minReadySeconds — because each of those is a way a rollout drops a user's request. This service is a genuine exception, so it says so in the manifest rather than being quietly special-cased in the audit's own source. The audit requires a reason alongside the exemption and fails an exemption without one. That is the point: the next person needs to be able to tell a considered singleton from something nobody got round to, and both look identical in a manifest.
