The converter writes the enum name (e.g. "UNITED_STATES") as a String, but every table embedding EmbAddress (orgs, users, members, user_addresses, account_addresses, member_team_member_lic_locs, commerce_orders, commerce_draft_orders, commerce_shipments) has country as smallint. CockroachDB rejects the string with "could not parse \"UNITED_STATES\" as type int", aborting org creation via /api/security/org. Removing the @Convert lets Hibernate fall back to the JPA default ordinal mapping, which matches the existing smallint data (186 = UNITED_STATES) and the unannotated User.country field that already worked. The converter remains in place for Lead.country (text column), where it is correct.
