Drop the Notes settings page and section

The Notes settings page was only a ComingSoonTab placeholder, so it gave members a nav entry and a landing card that led nowhere. Remove the route along with every reference to it: the SETTINGS_MENU topic (and its ?tab=settings sub-item), the settings-landing Notes section, and the Features list's settings link. MANAGE_NOTES_SETTINGS also comes out of hasAnySettingsRight — with no page left behind it, a member holding only that right would have seen the Settings option open on an empty page. The Notes feature itself is untouched; only its settings surface is gone.
