No employee compensation existed anywhere on this platform before this entity. It is required: overtime is computed against the FLSA regular rate, CA requires the rate on the wage statement, and an export without rates gives payroll nothing to consume. A raise is a NEW ROW. A rate effective inside an exported period generates a retro adjustment, never a silent rewrite. Never exposed via /api/security/members/{id} -- that endpoint checks no right at all, so putting a rate in it would leak every salary in the company.
