hasPlatformAdminAccess is derived client-side (owner-of-session-org AND host-org-is-top-level). A child-org owner whose session lands on the top-level host is mis-flagged as a platform admin, so /network calls all-networks, which the backend 403s (the session org isn't top-level). That churned/emptied the list — "my org shows then disappears". The backend is the authority: on a 403 from all-networks, fall back to my-networks so the user's real orgs always render.
