The type leads the form, because it changes what the rest of it is asking: 'What happened?' for a defect, 'What would you like to see?' for a request. Two cards with an icon and a one-line hint rather than a dropdown — this is the choice the whole report hangs off, and it decides what the AI is later asked to do. It badges the card and the drawer, filters the list, and picks which default instruction the Send To AI dialog opens with. The copy that assumed every report was a bug is gone with it: 'Report a Bug' is now 'New Report', and 'Submit Bug' is 'Submit Report'.
