The two report entries were sitting under "Online Support" beside Contact Support and View Active Tickets, which is a different errand: those two are asking a person for help, these two are telling us the product is wrong. They were there because there was nowhere else to put them. New "Bugs & Enhancements" section between Online Support and Training, with reporting first — that is what somebody opens this menu to do, and reading the list is where they end up afterwards: Report Bug / Request Changes View Latest & Past Reports Both labels read through renamed keys. "System bugs" was always the developers' name for the thing; what a member is looking at is their own reports, and what they came to do covers a request for a change as much as a defect — which the form has offered since the enhancement type shipped, without the menu ever saying so. No empty-heading risk: NavToolButton, LauncherParentCard and PinnedAppLinks all already drop a section with no items, so a member holding none of these rights sees no heading rather than a bare one. The nav and the home launchpad render from this one hook, so both surfaces move together.
