The org-wide setting deciding whether a quote is billed each period or in full up front has existed on OrgPOSConfig for some time, and the endpoint that writes it has too. The only component rendering it — **************** — is imported by nothing, so no member has ever been able to reach it: the setting was configurable only by hand-posting to the API. Commerce settings gains a Quote Billing tab. The panel carries only the billing choice; that orphaned component's other half, the engagement-type toggles, is already served by Markets & Fields on this same page. The copy is read from its message namespace rather than duplicated, since it is already translated. Saving sends the engagement types back exactly as read — the endpoint treats the enabled list as the whole truth, so omitting it would disable every vertical the org has.
