A public web-chat visitor has no Member, so the platform stands the org's SYSTEM member in for them: the ticket's requestor, and the author of every message they send. That member is the org owner, who is normally the person working the support queue — so every consumer that asks "is this me?" against the placeholder got the wrong answer for exactly the one person watching.
