The sync finished, so the ~2,400 detail pages that were noindexed for having English body copy now have real translations and can be indexed. Measured across all 21 locales: every one lands between 0.0% and 8.8% of collection values identical to English, except sw and ta at exactly 100.0% — those two have no provider, so TranslateService returned the source text and the run wrote English back under the appearance of success. COLLECTION_CONTENT_LOCALES is therefore derived, not listed: every advertised locale minus the no-provider set. sw keeps its noindex on detail pages only — its base bundle is genuine Swahili, so its static pages stay indexed — and ta gets no robots directive at all, because it already canonicals to the English original and stacking noindex on top would send two contradictory signals about one piece of content.
