The panel that closes the loop on self-pay. It appears only where the organization's policy permits it, and only for people who are not already buying on the organization's behalf — the server checks the same policy, so hiding it is a courtesy rather than the control. It says who gets billed before asking for a card, and under approval mode says plainly that nothing is charged until the owner agrees. Failing to read eligibility hides the option rather than showing one that would be refused. When the policy does not let self-payers choose a plan, they take the one the organization is on and the picker is not shown at all — an owner delegating cost is usually not delegating the product decision.
