Mirrors KbArticleRelation in kamo-shared-library. Written explicitly rather than left to ddl-auto so the UID and DATE_CREATED defaults live in the database, which is what lets a plain SQL insert work without naming them. The unique index is on the ordered pair, not the unordered one: (A,B) and (B,A) are both expected to exist, and constraining the unordered pair would reject the mirror row the service writes on every link. Already applied to production by running these statements as the kamo app user; they are idempotent, so a later full KI run is a no-op.
