The HR_RESOURCE rebuild failed on hibernate-core:6.5.3.Final with 'Tag mismatch' — a transfer corrupted in flight, not a missing artifact. The shared-lib stage had no retry and no mirror, so one bad download took the whole build down and left DocsService running a shared-lib without the new assoc type. Adopts the pattern the MLOS services already use: Google's GCS-backed Central mirror (byte-identical, not rate-limited) plus a 5-attempt retry on both the shared-lib install and dependency:go-offline. The second stage re-copies settings.xml because COPY --from brings the warmed repository but not the settings. The old go-offline loop used 'break' on failure, which fell through to the next stage with an unresolved tree; it now exits 0 on success and hard-fails after the last attempt.
