Mirror the EHR stage, and guard the mirror

ServiceType.ts is a hand-maintained mirror of the Java enum and nothing was checking it. RoleRightType has had a parity guard since three EHR rights went missing from its mirror and left three screens ungated; ServiceType sat beside it with the same shape, the same hand-maintenance, and no guard -- so the identical failure was available and had simply not been noticed. It had already happened. EHR was promoted to COMPLETED in Java today and this mirror went on reporting TESTING/disabled, which is the stage this app shows an operator on the screen where they decide whether to offer an app. Nothing failed and nothing could: the mirror is only read by the client, so Java being right does not help. The guard compares id, display name, stage, enabled, core and deprecated, and requires the mirror to be TOTAL -- unlike the rights mirror, which is deliberately partial, an app missing here is an app a customer cannot be sold. Two things it needed to get right to be worth having: the @Deprecated prefix on the five retired aliases must be allowed, or it reports all five as "not in Java at all" for reasons unrelated to drift, and a parse-nothing regex has to fail loudly rather than pass vacuously.
