Rules are DATA on the RequirementRule shape already used in this library, not code branches, so California is a configuration row instead of a rewrite. Allocation order is load-bearing: daily rules highest-threshold-first (a 13-hour CA day is 1h at 2x and 4h at 1.5x, not 5h at 1.5x), then the seventh consecutive day, then weekly NET of hours already at a daily premium. That last step is what prevents pyramiding, and it is the one naive engines omit. Five 10-hour days in California is 10 premium hours, not 20 -- a naive engine pays daily AND weekly for the same ten hours, and EVERY individual rule test passes while it does. The allocator also asserts hour conservation on the way out and throws rather than returning a wrong paycheck. Presets: FLSA federal, California, Alaska, Nevada, Colorado.
