Modifiers were keyed off a page's index in the design, which is an identity that survives deletion and reordering, not a position. So deleting page 2 left the preview showing "Page 3 of 5" on what is now the third of four pages. Page numbers and modifier page ranges now resolve against the finished sequence, and a deleted page carries no modifiers at all. pageSequence.ts mirrors EsignPageLayout in ESigService case for case — the flatten there applies page operations now, so preview and delivered document have to agree on what the pages are.
