Offer the billing term up front, and stop hiding it over Enterprise

Two separate ways this page withheld the choice. The org console HAD a three-term control, but it was tucked into the right of the "Choose plan" heading behind a flex spacer — which put it directly over the fourth column of the plan grid, where it read as Enterprise's own setting. That is the worst available misreading of the one control on the page that changes every price below it. It is now its own full-width row, labelled, spanning the grid, with each term's saving in dollars and a line saying it applies to every plan. The self-pay panel had no control at all. It sent `billingCycle: 'MONTHLY'` and quoted the monthly rate, so a member licensing their own seat was put on the most expensive term with no way to pick another — while the pricing page, the hero and the offer banner directly above it all advertised the three-year rate. A price you cannot choose is not a price you were offered. It now shows the same three-term control (hiding a term the plan has no price row for), quotes the rate on the term chosen with the offer applied, and states what actually leaves the account each charge, which on a committed term is not the same number. termSaving() reports the DEEPEST saving across the plans on offer, because it labels the control rather than a card — a maximum cannot promise less than some plan delivers, where an average could. Free plans contribute nothing, so it cannot simply read the first plan it finds.
