The controls sat in a second full-width row under the tab strip holding three short words and an icon, spending a whole band of the pane on what fits in the space the tab labels already leave empty. They move onto the tab row, right-aligned; the grid keeps the height. Both panels' filters render from the parent so the row cannot change height when the tab does, and the attention dot moves onto the Legal Packages tab with its probe — the dot has to survive that panel being unmounted, since a member sitting on Assigned Training is exactly who needs telling there is something in the other tab. Refresh crosses down as a bumped token rather than a ref handed upward, with the mount value skipped so a mount does not cost two identical requests. Page reset on a filter change is now adjusted during render in both panels: as an effect it fired after the load effect had already requested the new bucket at the old page.
