Assign and reassign opened a text box you typed a raw member id into — which meant already knowing the id of the person you wanted, for an action whose whole purpose is finding the right one. It now uses MemberPickerDialog, the same picker behind the Manager field on a member's profile and the one people picker in this app. Its directory search runs server-side and matches on name, alias, work and account email, job title and department, so "ana lending" finds the Ana in Lending; each row carries enough to tell two people of the same name apart. The current assignee is pinned above the results so it is not lost mid-search. Member ids exceed JavaScript's exact integer range, so the id stays a string from the directory to the wire.
