Prevent duplicate root domains and fix primary domain display

ONE_DOMAIN_PER_ORG check incorrectly excluded .kamocrm.com web-alias domains, allowing an org to accumulate multiple root domains (and 10 aliases each) by retrying with a different alias. Now counts all top-level domains (parent IS NULL) regardless of suffix. Network endpoints used activeDomains.get(0) on an unordered flat list that included aliases, causing the /network page to show e.g. "docs" as the primary domain. Primary domain is now resolved from the first active root domain (parent IS NULL) in both /networks and /all-networks.
