The outbound half of exchange, on the records tab beside the release surface — records leaving and records arriving are one person's job, and somebody who has just sent a summary to another practice is the person most likely to want theirs. Three steps shown as three steps, because that is what the standards are: ask whether they know this person, ask what they hold, fetch the ones worth having. An "import everything" button would hide the middle decision and pull a decade of duplicates on a patient who has moved practices twice. The match is never auto-picked: a wrong one reads another person's history into this chart. Retrieved and reconciled never look alike. A document from another practice is their assertion — it sits attached and readable, and nothing in it reaches this chart's problem, medication or allergy lists until a clinician records what they took AND what they left. The empty state says so, because "received" quietly reading as "applied" is how a resolved 2019 condition becomes an active problem. A practice with no network onboarding is told once, plainly, instead of being given a button that always fails — and "they have no record matching this patient" is labelled as their answer rather than a failure to ask. Those two must never look alike: the first is a clinical fact somebody may stop looking because of. Also caught by the i18n guard and fixed: I passed a {partner} value to a message with no such placeholder, and the value was the remote patient id anyway.
