The New Lead form asks which country the lead is in, then ignored the answer when reading their phone number. Both PhoneField instances and the validator fell through to DEFAULT_PHONE_COUNTRY, so every unprefixed number was measured against the ten-digit NANP template — a member entering a Moldovan number got "Enter a valid phone number" and no way past it, however many times they set Country to Moldova. The sibling forms (LeadViewClient, account/new) already passed a defaultCountry; this one was missed. **************** carries the lead's country over to its numbers, and reformats numbers already typed when the country changes later — without that, order of entry decided correctness, since a number typed first stayed frozen in whatever template was in force when it was typed. Also moves Language/Country/State/Timezone above Email and the phone fields, as the reporter asked: the field should already be in the right shape by the time you are asked to type into it. A number spelled with a leading "+" still outranks the lead country, so a US number on a foreign lead is unaffected, as is every lead with no country set.
