Five because each is authoritative on a different kind of site and silent on the rest: a design system states everything in CSS variables, a PWA in its manifest, a WordPress theme states nothing and has to be inferred from which colour its buttons are, and a hand-built page states nothing anywhere -- only its logo knows. Reconciled, not raced. A declared colour beats an inferred one at equal chroma, but a declared GREY loses to an inferred brand colour, because --primary:#333333 describes the site's text. The selector weighting is the whole idea behind the inferred source: counting colour declarations flat returns #333333 for every site on the internet. No single source reaches full confidence. That headroom is what lets a colour corroborated by several sources outrank any one declaration -- a site can carry a stale theme-color from a rebrand, but not the same stale value in its manifest AND its variables AND its buttons. Secondary returns EMPTY rather than the runner-up when nothing is far enough from primary. Two swatches a member cannot tell apart reads as a malfunction, and the wizard already handles a missing secondary.
