Refused unless the live fingerprint differs from the published one. Binder.dateUpdated is dead and Img has no revision counter, so that fingerprint is the only change signal there is — without the gate, Redeliver is a button that silently voids everyone's in-progress work and reissues an identical instrument. Publishes through the existing publish path (the one writer of version rows), marks every OPEN assignment SUPERSEDED, queues their non-terminal envelopes for voiding, and reissues to the superseded member set plus anyone newly matching — re-resolved through findAudience so a member terminated since the first delivery gets no replacement. Executed assignments are untouched; they are the evidence.
