Register WELCOME_MEMBER + WELCOME_TEAM_MEMBER canonical keys

Both templates ship as resource pairs on disk (welcome-member.{json,html}, **************** with matching templateKeys, and EmailService already has their sampleVariables preview case — but the keys were absent from CANONICAL_KEYS. A key not in that list can never be seeded and can never self-heal, so every WELCOME_MEMBER send (EmailVerificationService:210, fired on member email verification) returned a permanent 404 and the welcome email was silently swallowed. Registering both keys makes the existing send self-heal.
