Opening the SMS tool on a phone number resolves a conversation for it first, and that resolve can be refused — VOIPService answers "no number to text from" with a 409 whose message exists to be shown unchanged. SmsTool sent it to console.error and dropped the member on the blank dialpad, so an account-level gap looked, from the outside, exactly like a window that opened and did nothing. The refusal now reaches the member, in the server's own words, on the screen they were sent to. Machine codes stay out of the UI: a bare SMS_NOT_PROVISIONED is not a sentence, so a message that is only an enum falls back to the generic line the dialpad already uses. And the number they asked to text is carried into the field, because making them key it back in turns a failure they did not cause into a chore.
