The coverage endpoint shipped with translation keys and no component, so the question it answers — who pays for my seat — still had nowhere to be asked. SeatCoveragePanel asks it, and the answer feeds the self-pay panel beside it: someone whose seat is already covered by their organization or a group is no longer offered the chance to buy another on their own card. That offer had no knowledge of existing coverage at all, so it was shown to everyone. A group's plan can also be cancelled now, which is what makes a group with a plan deletable — removing one that still points at a live subscription is refused so the charge is not orphaned. Adding someone the organization already pays for comes back refused rather than silently doing nothing, so the button explains itself.
