Sit the head tabs on the header's bottom edge and flatten the identity row

The tab strip was vertically centred in a row whose height was set by the action cluster beside it — a default-size More icon button (40px) plus the cluster's own padding came to ~48px against the strip's 40px. Centring split the difference and the row's own pb:1 added the rest, so the active tab's underline floated ~12px above the header border. A tab that does not touch the pane it opens reads as detached from it. The row is now bottom-aligned with no bottom padding, and the action cluster carries its own, so only the tabs sit flush. The More button drops to size="small" so it matches the 30px buttons beside it rather than setting the row's height by itself. The identity block was stacked two rows high — back+name, then lead id + copy + the status editor — and both rows were sized by their 34px icon buttons rather than by their text, spending ~70px of header on one line of information. It is now one row: name at h6, the lead id as a caption with a tighter copy button. Top padding comes down with it. Net ~50px of header height returned to content.
