Adds krita and maven **************** were already present), pins Chrome, VS Code, Kate, Spectacle and Krita to the taskbar for every user, and lets dev users install software without an admin password. Passwordless install needs BOTH halves: sudoers covers the terminal, polkit covers Discover and every other graphical installer. Scoped to package management via the kamodev group rather than blanket root — see the comments in each file for why that is a smaller blast radius but not a security boundary. Taskbar: new accounts inherit the template from /etc/skel at useradd time; existing accounts get only their launchers= line rewritten, so a personalised panel is not thrown away to fix a list of icons.
