The "N approved row(s) will publish" caption counted a row whenever an APPROVED note_rate and base_price candidate existed for it, ignoring the values. A price cell reading "N/A" still counted, so the caption promised rows that promotion then dropped, and Publish stayed enabled for a sheet that could produce fewer rows than stated — or none at all. The preview now mirrors **************** exactly: prefer normalizedValue, fall back to rawValue, and treat anything that parses as neither as absent. It also accounts for the row-level lock refusal, so a row whose lock cell is present but unreadable is shown as skipped rather than publishable.
