The picture frame IS the pane, not something inside one

Every other widget is content in the launchpad's frosted glass card, with a header, a title and a corner control. A picture frame is not: rendered that way it is a frame sitting inside a second, invisible frame, and the moulding the member designed becomes a detail inside somebody else's rectangle. So the registry gains `ownsSurface`, and declaring it takes away exactly the three things that fight such a widget rather than serve it — the glass surface, the background COLOUR swatch (a frame already has a mat colour and a moulding the member chose) and the background LOGO (a watermark printed across somebody's photograph). Both places that paint pane decoration honour it: the sortable grid and the pinned-widget band. What the header carried is still there as controls that fade in over the moulding — the frame's name on a legible plate bottom-left, the way into its editor and the remove control top-right. Dark and translucent rather than the launchpad's usual light chrome, because these sit on a photograph and a pale button vanishes the moment a bright sky lands in that corner. They stop pointer events from reaching the pane underneath, or reaching for the editor would start a drag. A flag on the registry rather than a check for this widget's id, so the second widget that paints its own surface needs no changes here.
