Comment only, in the file somebody opens when a partner complains. Traefik rate-limits per source IP across the whole api.* host, and a QHIN sits behind a single NAT -- so every organization it fronts arrives from one address and a partner that is working correctly looks like a flood. Edge rejections never reach pod logs, so the exchange ledger shows no requests at all for the ones that were dropped. The symptom is a partner reporting intermittent failures against a ledger that says they never called, which reads as their problem and is not. Whoever completes the QHIN onboarding has to raise or exempt the limit for the partner's source range at the same time. It was in the program design and nowhere near the code that hits it.
