The workweek is the FLSA overtime unit -- a fixed, regularly recurring 168-hour period -- and it is NOT the pay period. A biweekly period holds exactly two workweeks; a semi-monthly or monthly period always holds fractional ones, so computing overtime on a period total both underpays and overpays and is unfixable once periods are exported. The workday boundary is carried separately and is not necessarily midnight. A 06:00 start is the standard fix for night staff: it keeps a 22:00-06:00 shift on ONE workday instead of splitting it across two half-days, which is what makes daily overtime and the seventh-consecutive-day rule work for them at all. Boundaries are wall-clock times resolved through ZonedDateTime, so 06:00 stays 06:00 on a 23- or 25-hour day. Tests pin both transitions, and pin that one instant is a different business date in Los Angeles and Kolkata -- which is why the zone of record is persisted on the punch rather than derived later.
