An approved re-execution on its original key that answered a notice (WORKSTATION_WAKING) or a definitive UNAVAILABLE/RATE_LIMITED released the key and its :approved claim. SP10's ApprovalExecutor retries exactly those answers with the same key and approval id, so the retry went through the charter again, got a second APPROVAL_REQUIRED, and SP10 failed the approval: the person's decision was lost and the action never ran. Now such an answer puts the entry back to AWAITING_APPROVAL(approvalId), frees only the :approved claim, releases the limit slots and records no failed outreach (nothing was sent). The retry is verified, claimed and run once; the next call replays. Other definitive failures still free the key. Ruling SP05-FINAL-1 (spec §4.9 steps 8 and 13).
