I had this right, then reversed it on bad reasoning and shipped 25 / 100. The volume-discount bands (Starter 11-25, Business 26-50, 51-100) are seat PRICING rows and say nothing about entitlement. I treated them as proof the ceilings were higher and let that one ambiguous artifact override three signals that agreed: max_seats, the plan card headline, and the plan-picker quiz routing "2-5 people" to Starter and "6-25 people" to Business. Catalog USERS rows corrected back to 5 / 25, so the headline, the feature list and the comparison column now all read from sources that agree.
