The legacy router let a model with no capability rows through on the name rule legacy-completions *-instruct) get no rows by design, and their names pass the A row-less model now also needs KnownModelCatalog not to mark it unsupported, in chatCapable() and has(). Types with no catalogue family keep the name rule; is_active is left alone (admin intent). SP01 final review I-1.
