POST **************** (SP14 spec §4.4.3) answers a recording as timed segments with the language and the provider and model that heard it, for MediaService's persisted meeting transcripts. It cuts and measures exactly as /transcribe does and shares its request, retry, auth and scratch handling; a blank secret answers 503 (master §7 item 13). /transcribe is unchanged.
