HuggingFaceAdapter has sent tools and read tool calls since ff1f0ed, and the router routes TOOL_CALLING to it, but supportsToolUse() still answered false. ChatOrchestrationService offers the member's Tool Plane tools only when that flag is true, so every member-chat turn routed to a Hugging Face model went out with no tools: in sp00verify (Hugging Face (test) first) a question that needed DeepWiki was answered from the model's own memory. The flag is now true, and AdapterToolFlagsTest pins that any adapter that round-trips tool calls also offers tools to member chat. Found by SP05 Task 36 (ruling SP05-T36).
