Use createOrganizationOwner for admin members, rename INTERNAL to TEAM_MEMBER

Update owner creation to use new createOrganizationOwner method which handles admin role assignment and PRIVILEGED access level automatically. Replace all ImageAccessLevelType.INTERNAL references with TEAM_MEMBER.
