Add the loading_logo_overlay column

Second surface for the logo overlay feature: the loading screen shown between page navigations, alongside the home page masthead. Both ALTERs live in the one runner because they are one feature with one vocabulary, and someone looking for either should find both. Same shape as its sibling — nullable, no backfill, no DEFAULT, since an absent value and NONE mean the same thing to every client. The drift guard now iterates the entity's overlay fields instead of naming one, so a third surface cannot be added to the entity without an ALTER. It also pins one statement per column: a single shared ALTER would quietly leave the other column uncreated.
