The same overlay vocabulary as homeLogoOverlay, applied instead to the logo on the loading screen shown between page navigations, plus its branch in the generic patch path. A column of its own rather than one shared setting, because the two surfaces have opposite backgrounds: the home page masthead is white and the loading screen is a dark gradient, so the shade that reads on one is rarely the shade that reads on the other. An org that wants both wants two answers. Null resolves to NONE on the client, so every existing org starts with no overlay and needs no backfill. The loading_logo_overlay column is already applied (KamoInitializer, OrgHomeLogoOverlayMigration).
